It uses the codec / compression refresh issues as a creative element. There’s also a Kanye West video around the same time that is also out, but I like this one better.
Not mine, but online comics in general. This is a great example of what can be done to try and take the online comic and make it use its media more fully, while still keeping it clearly a comic. Link.
