You and I both know someone who wouldn't follow those rules. However, it is true that a moocher would not always follow proper etiquette. It would be tough to do, but should definitely be listed in Emily Post's Rules of Etiquette.

Personally, I find it even more annoying when people leave ridiculously tiny amounts, just so they can claim not to have taken it all. Then, you go for a snack, only to find that the bag holds ONE cookie, or two mouthfuls of chips…

Yes, same rules apply to packaged food. Never open it and never take the last of it.
